First, you will notice that when you are on an article page, two things buttons are linked to the text by the white background: The article, on the left, and [Read] on the right.
Beside article, unselected is [talk]. These two, Article and talk are the two main components to an individual page. YOu have the current instances about all the facts or information about the page on the [article] and the talk page is where people converse with others who work on the page about new sections to add, discrections, controvorsies either about the topic itself or in the writing of the topic etc.
If you are making a small or minor edit, adding a citation, correcting grammar or typography, or inserting a line for clarification, these generally do not require discussion.
On the right, there is Read / Edit / and View History. Both the Article and the Talk page can be read, edited, or viewed by history of edits.

Like I said, there is the talk page that can also be read / edited / and viewed by history of edits.
On this talk page, we get a specific notofication telling us something specific.
In referencing WIkipedia's policy on conflicts of interests, they warn that no one from the CBC's IP address should edit the article. One of the major tenants of WIkipedia is to be "neutral" or "objective" and it has been agreed that people a part of an organization should not write about it.
There's another message here, where it seems that a user is asking if anyone in Vancouver could take a phot of the Vancouver station and upload it to Wikipedia.
What is important here is that in doing so, anyone uploading this photo would be releasing the photo either to the public domain, or as part of the creative commons.
